EV Charging Infrastructure Procurement: From Demand to Operation

Charging hardware is only one part of an EV infrastructure project. Grid capacity, dwell time, civil works, communications, access, billing and support determine whether the installed system serves drivers reliably and can expand without major rework.

Model users and charging demand

Identify vehicle types, daily distance, arrival pattern, dwell time, target state of charge and seasonal or fleet peaks. Translate the profile into required energy and simultaneous power rather than multiplying the maximum charger rating by every bay. Test scenarios for current demand and planned growth. The charger mix should follow actual operational windows, not a preference for the largest rating.

Coordinate grid, layout and civil work

Complete a qualified electrical study covering connection capacity, transformer and switchgear limits, protection, metering, earthing and load management. Coordinate bay geometry, accessibility, cable reach, impact protection, drainage, signage and future ducts. Equipment selection before the survey often creates avoidable variations because trenching, distribution and utility upgrades can dominate the project schedule.

Define software and operating rules

Specify user authentication, tariffs or internal cost allocation, roaming needs, reporting, remote monitoring, data ownership and integration with fleet or building systems. Define behavior during network loss and restoration. Confirm applicable communication standards and cybersecurity responsibilities with competent specialists. A cloud dashboard has little value if site teams do not own the alarm and escalation process.

Procure for availability and expansion

Compare warranty, spare-parts availability, field response, software fees, update policy and service-level reporting alongside hardware cost. Require tested commissioning, user training, asset records and an expansion design. Define measurable availability carefully, including exclusions and the source of evidence. Procurement should leave the operator with maintainable infrastructure, not merely energized chargers.
